Handling of foreign nationals who have difficulty returning to their home country
or other countries

Foreign nationals staying with other statuses of residence (including foreign nationals in the above 2 or 3 who do not wish to work.)

⇒ Permitted to change their status of residence to “Designated Activities (6 Months, Work Not Permitted)”.

*If foreign nationals find it difficult to maintain their livelihood in Japan, they are permitted to engage in activities other than those permitted under the status of residence previously granted (and allowed to work part-time up to 28 hours per week).

Foreign nationals staying with the status of residence of “Temporary Visitor”

⇒ Permitted to extend the period of stay of “Temporary Visitor (90 days)”. *If foreign nationals find it difficult to maintain their livelihood in Japan, they are permitted to engage in activities other than those permitted under the status of residence previously granted (and allowed to work part-time up to 28 hours
per week).

For foreign nationals who are unable to return to their home country due
to the COVID-19 pandemic and wish to work (part-time) to maintain their
livelihood in Japan
It has been decided to permit foreign nationals who are unable to return to
their home country or place of residence due to the COVID-19 pandemic and
have difficulty maintaining their livelihood in Japan to work (part-time) up
to 28 hours a week.
Those who meet the following two requirements the requirements in 2.
below and wish to work (part-time) are required to apply for permission to
engage in activities other than those permitted under the status of residence
previously granted at the regional immigration services office.

1. APPLICATION FOR PERMISSION TO ENGAGE IN ACTIVITY OTHER
   THAN THAT PERMITTED UNDER THE STATUS OF RESIDENCE
   PREVIOUSLY GRANTED (See here for details.)
2. Requirements
   (1) Those who are unable to work with the current status of residence
   (2) Those who have difficulty returning to their home country
   (3) Those who have difficulty maintaining their livelihood until they return
   to their home country because they cannot expect support from their
   family in Japan or organizations to which they belong.
3. Documents to be submitted
   (1) APPLICATION FOR PERMISSION TO ENGAGE IN ACTIVITY
   OTHER THAN THAT PERMITTED UNDER THE STATUS OF
   RESIDENCE PREVIOUSLY GRANTED
   (2) A document confirming that there is a reasonable reason for the difficulty
   to return to home country (There is no need for submission if the reason
   is included in the latest application for permission to change the status
   of residence, etc.)
   (3) Statement of reasons
